A Guideline Violation

Several of us editors have noticed that some of the new reviewers are not filling out the PRQ. It is stated that the reviewer did not fill out the form, but that they may not be doing anything wrong. I think it should be a guideline violation because they are not following directions. How can we be sure they've read the book? The PRQ questions give us the first hint that they did not read the book. I have been mentioning it in the subjective part, but I feel that it should be a violation, as they are choosing to disobey the directions.

There was a period recently when I, as a reviewer, couldn't fill the PRQs when submitting my review. The system didn't bring up the PRQs. It showed up on the History tab later, and I could complete it then. Reviewers won't get paid if they don't fill the PRQs, so they'll do it at some stage.

A review can't be published if the PRQ is not filled out. It may be an author disputed the initial PRQ and they've been given a chance to submit the correct one but they've not done so yet. I've been prompted to resubmit the list of errors once.
