Add 'Escalate and Skip' button to flagged reviews page

Currently, in situations where we cannot or do not know how to resolve a flagged review, we are to email the management and wait for their answer before we can close the flag. Unfortunately, this prevents us from moderating other flagged reviews because once a flagged review has been assigned to us, there is no other way around and forward than resolving it first. Therefore, I suggest that a button to "escalate and skip" a flagged review be added to the page, similar to how we can escalate a Review Team Error Report when we don't know how to reply or otherwise think it is best management get involved.

This update will let you edit other flagged reviews even if you haven’t finished a previous one.
Your active flagged reviews will appear on a list like the one shown in the image I attached as an example.

Your suggestion makes sense, and it’s an important topic since it involves giving support to the authors. Creating an "escalate and skip" will require creating a new section where management can find and edit the flagged reviews. I think another option would be to edit the flagged reviews section so you can edit other flagged reviews even if you haven’t finished the first one. Scott Hughes, what do you think?

Alejandro Mancilla: I think that would work as an easier short-term solution. I do think the admins need a way to skip a flagged review they are moderating for when they don't know how to respond to one, or are waiting for more information.
