Reviewers do meaningful work and the payment on average is $25 for level 6 reviewers. I think the payment should be better/higher.

I only see $10 books as a level 6 reviewer. But yes, for now in my preference I have chosen that i cannot leave an amazon review. So, im guessing the higher paying books are for books with this option.

I just checked myself and the average payment for Level 6 reviewers is much  higher than $25.
If a Level 6 reviewer is not seeing review opportunities above $25, then likely they are all being hidden by that reviewer's Preferences:
