Create an alternative way for reapproving members removed from level 6 due to inactivity

Currently, if an editor is removed from level 6, they have to verify their identity via Facebook before they can ask to be re-approved to level 6. However, not everyone has a Facebook account. Could an alternative option be added?

Even verification through stripe has problems. Although our identities are verified through the site before. Alternative ways must be found to check identity.
