Require users to verify an email address is theirs (via a secret OTP sent via email) before they can set it as their PayPal email address

This will prevent the countless confusing errors and problems that can arise when a user attempts to use someone else's PayPal account or email address (or just an incorrect email with a typo) as their PayPal email.
