Send an auto-email out to clients (i.e. authors/publishers) with a paused (a.k.a. suspended) review package once every ten days to remind them that their review package is marked as temporarily paused and that they can easily and quickly unpause it anytime on their Author Dashboard.

This is to avoid situations in which an order is left paused indefinitely and the author is expecting it to be completing and then gets upset or feels scammed when the order never gets delivered.
In the auto-email, also include a reference code that lets us know which moderator paused the package and the date it was paused: M-{moderator_user_id}-{timestamp_of_pause}
