In priority section, only include reviews that have a pending payment and are from reviewers who have never had an Amazon review confirmed before.
In the all section, also include reviews with no payout and reviews by reviewers who have had other Amazon review confirmed.
This will save time for the Reviewer Reps since we will thus only be spot checking Amazon reviews (after the first confirmation) rather than checking them all.
This will also result in reviewers getting payments faster, since most won't need to wait for the Amazon review to be confirmed.
It will also help us clear the backlogs in other tasks because we can split the checking of the Amazon reviews into two tasks, one early on in the task list with the high priority tasks, and then the other can be bumped to the end to be done only if there happens to extra time any given day (e.g. like moderating the non-winning giveaway entries and the "non-priority PRQ disputes").
